Enchantments stored on an item. Maps enchantment key to level.

Used by both the minecraft:enchantments component (on enchanted items) and the minecraft:stored_enchantments component (on enchanted books).

Vanilla moved tooltip visibility to the separate TOOLTIP_DISPLAY component.
